AP Government is keen on kickstarting AP Capital works from Guntur district. Thullur Mandal which is located at a distance of 5 kilometers from Krishna river and comprising of 14 villages have been identified as suitable for AP Capital.
Through Land Pooling, About 30,000 acres of land has been acquired for AP Capital and it will be divided into 5 zones. Action plan has been chalked out to set up key Government offices in each zone.
AP Capital Committee has come up with a package for farmers who will be losing their lands. 1) 1,000 square yards (in developed area) per 1 acre of land will be allotted to each land owner and this land would be exempted from stamp duty, registration and naala charges. 2) Rs 25,000 per Acre will be given to farmers for a period of 10 years and this amount would be increased by 5% every year. 3) Farmers will be receiving double the registration amount in the form of cash from Government after 10 years.
As per Government sources, Land Owners will receive certificate after Layout Plan Notification was issued. Within 3 Years, the developed land would cost Rs 20,000 per Square Yard and that means Land Owners could get upto Rs 2 crore per acre.
AP Government is going impose restrictions on using agriculture land for other purposes in the areas that were nearby Capital region. Even construction of houses willn't be permitted in such areas.
Chandrababu Naidu wishes to complete AP Capital mission in 5 years. Land Pooling method would be used to acquire land from farmers. Unemployed youth will be trained and their services would be used for AP Capital. Ministers, MLAs and Collectors have been given the responsibility to procure land from farmers.
