Telangana state mayn't be a reality before the next general elections even though the draft Telangana bill reached Hyderabad for the opinion of AP Legislature.
President Pranab Mukherjee has sent the Telangana bill to AP Legislature and given a six weeks period as per Article 3 of the Constitution. So, the Centre can't move ahead on Telangana until January 23rd. Hence, there is hardly any chance for T-Bill to reach Parliament in the Winter Session which ends on December 20th.
AP Legislature will sent the T-Bill to Home Ministry and then to the President. Then the President will forward it to Union Cabinet for finalising the Bill. After this producedure, T-Bill will be sent back to President for his consent to introduce it in either houses of Parliament.
Only chance for T formation before 2014 Polls: If all the formalities end by January end, Centre could place the Bill in Vote-on-Account Budget session. If both the houses of Parliament pass the Bill and President too gives his nod, A notification will be issued on the Telangana state formation.
