AR Rahman finds fault with Chennaites

The other day, AR Rahman expressed his displeasure over the way people violate rules in India. Our Oscar-winning music director found fault with the Chennaites for allegedly not following the traffic norms while driving on busy roads.
"After driving in the USA for almost six months, I happened to go on ECR, Chennai. No rules on the road seemed like the only rule," opined the composer.
Who should be blamed for this situation? Is it Rahman for not being an Indian in India? Whether it's the government or the we the people who don't bother about none but just ourselves? Hope AR Rahman's remarks open the eyes of at least few people.
