What exactly happened to Polavaram Bill?

Following an ordinance of May 29th to include 7 Mandals of Khammam in to Seema Andhra to facilitate the completion of Polavaram project, Center geared up to introduce the bill in to Parliament yesterday but the Union Home Ministry backed out of it in the last minute
Polavaram bill pronounced as one of the top three bills in ongoing sessions of Parliament. When the scheduled business of Polavaram came up, Union Home Minister Rajnath Singh stood up and informed the house that his Government is in the process of obtaining the recommendation of the President in context of Article 3.
Earlier to that TRS have given a notice to the Speaker against the bill and they said it should be sent to concerned state Assembly before trying to change the borders of the state. The Bill is likely to reach to the Parliament only after the President expresses his opinion.
Some TRS leaders boasting themselves by saying that central Government withdrew the bill as they strongly opposing it. And on the other side, Andhra Pradesh MP’S said the bill was postponed to include 400 more acres in to Seema Andhra.
