It’s all over .The controversial Polavarm bill which allows merger of seven mandals of telangana state into residual Andhra Pradesh was approved by Parliament.
The bill was introduced by Home Minister Rajnath Singh and Rajya Sabha approved the Bill by voice vote .MPs of Telangana, Odisha and Chhattisgarh strictly opposed the bill saying it as unconstitutional .They alleged that Center has no right to change the boundaries of a state without knowing the opinion of concerned state Assembly according to the Article 3.
All their efforts turn futile and bill was easily passed with help of Congress and BJP.After a three-hour debate on the bill moved by Union Home Minister Rajnath Singh, the Upper House adopted the bill .Unlike in Lok Sabha,there was a meaningful discussion on the bill in the upper house of the Parliament.
Former Union minister and Congress MP Jairam Ramesh supported the bill saying that he himself visited the project site a number of times. Supporting the project, TDP member CM Ramesh advocated setting up of a Polavaram Develoment Authority. He said Polavaram is beneficial to Telangana and Andhra Pradesh states.
Congress MP Renuka Choudhary also opposed the Bill saying that it was not a problem of two States. In his reply to the debate, Union Home Minister Rajnath Singh said there was no violation of the Constitution. He said affected people should not have any concern over their rehabilitation as I have studied the entire project.
And now the bill will be sent to the President of India for his approval which is usually just a formality. Up on President’s approval, the bill will become an act and the 7 submerging mandals of Bhadrachalam will be included in Andhra Pradesh then.
With this the row over the bill was comes to end and no one will stop Polavaram now.
